Accessibility statement

Last updated: 8 October 2026

This statement applies to the Minute Book website at minute-book.com, run by Fyllio Ltd. It does not cover the board papers and other documents we hold, which were written and published by NHS and HSC organisations. How we handle those is explained under Documents published by other organisations.

We want as many people as possible to be able to use Minute Book. For example, you should be able to:

  • zoom in up to 400% without the text spilling off the screen
  • use every page with just a keyboard, and see where you are, because every link, button and field shows a clear outline when it is selected
  • make the text bigger, or the spaces between lines, words and letters wider, in your browser settings
  • move around each page by its headings, and skip straight to the main content
  • tell what something means without relying on colour, because colour is never the only signal

We have also tried to make the words on the website as plain as we can.

AbilityNet has advice on making your device easier to use if you have a disability.

How accessible this website is

We know some parts of this website are not fully accessible:

  • many of the documents we hold are PDFs that the organisation that published them did not make accessible: some are scanned images of paper, and many have no headings or have tables that are hard to follow with a screen reader
  • where we read the text of a scanned page with software (optical character recognition), the text may contain mistakes; we label these documents and suggest checking the wording against the original
  • in our document reader, the text of a page may be read out without its headings, lists or table layout, and in the wrong order on some pages
  • we have not yet tested the website with screen readers or speech recognition software, so there may be problems we don't know about

Feedback and contact information

If you need information on this website in a different format, such as large print, audio or plain text, or you can't use part of the website:

We'll consider your request and get back to you within 5 working days.

Reporting accessibility problems with this website

We're always looking to improve the accessibility of this website. If you find a problem that isn't listed on this page, or you think we're not meeting accessibility requirements, email hello@minute-book.com or use our contact form. It helps to tell us the page, what you were trying to do and any assistive technology you use.

If you're not happy with our response

Minute Book is run by a private company, so the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018 do not apply to it. We follow them anyway, as good practice.

Equality law does apply to us: the Equality Act 2010 in England, Scotland and Wales, and the Disability Discrimination Act 1995 in Northern Ireland. As a service provider, we must make reasonable adjustments so that disabled people can use our service.

If you're not happy with how we respond to your complaint, contact the Equality Advisory and Support Service (EASS). If you live in Northern Ireland, contact the Equality Commission for Northern Ireland.

Documents published by other organisations

Minute Book searches board papers published by NHS and HSC organisations. For every document we keep an exact copy of the file the organisation published, unchanged, so that anyone can check a passage against it. This means we cannot fix accessibility problems in those files.

To help, we:

  • show the text of each matching page in search results, so you can read it, copy it or use it with your own software
  • link every result to the original on the organisation's own website, which is always free
  • label documents whose text was read from scanned images

If you need a document in a form you can use, contact us and we'll help. You can also ask the organisation that published it: most NHS and HSC organisations publish their own accessibility statement explaining how to ask for a document in another format.

Technical information about this website's accessibility

Fyllio Ltd is committed to making its website accessible, in line with the Web Content Accessibility Guidelines (WCAG) version 2.2, level AA.

Compliance status

This website is partially compliant with WCAG version 2.2 AA, because of the problems listed below.

Content that's not accessible

Documents we hold. Many of the PDFs we hold, and show in our document reader, do not meet WCAG 2.2 AA. Scanned pages are images with no text alternative (success criterion 1.1.1, non-text content). Many files have no tagged headings, lists or tables (1.3.1, info and relationships), may be read in the wrong order (1.3.2, meaningful sequence), and have no title or language set (2.4.2, page titled, and 3.1.1, language of page). We keep these files exactly as published, for the reasons above, so we do not plan to change them. We offer the text of each page, and help on request, instead.

Our document reader. The reader shows our copy of a PDF using the open-source PDF.js viewer. Where a file has no tags, the page text is available to screen readers as plain lines, without headings, lists or table structure, and sometimes in the wrong order (1.3.1 and 1.3.2). We have not yet tested the reader with a screen reader.

Content that's not within our control

When you pay for a plan, you use Stripe's checkout and billing pages. Stripe is responsible for the accessibility of those pages.

What we're doing to improve accessibility

Next, we plan to:

  • test the website with screen readers (NVDA and JAWS on Windows, VoiceOver on Mac and iPhone, TalkBack on Android) and with speech recognition software
  • ask disabled people who use Minute Book to try it and tell us what gets in their way
  • test the website at 200% and 400% zoom and with high contrast settings, in real browsers and on real phones
  • test the search and the document reader with real documents, not just sample ones

We check every page with automated accessibility tests before each release, and we test new features before they go live. We will update this statement after each round of testing.

Preparation of this accessibility statement

This statement was prepared on 7 October 2026. It was last reviewed on 8 October 2026.

This website was last tested on 8 October 2026 against the WCAG 2.2 AA standard. We carried out the test ourselves. We tested every public page and every account page, including coroners' reports, folders, watched phrases and organisation accounts, at desktop and phone screen sizes, with sample documents. We used:

  • automated checks with the axe tool on every page, including form errors and open menus
  • a keyboard check of every link, button and field on our main pages, to make sure each one shows a clear outline when selected
  • a check that no page scrolls sideways at 320 pixels wide, which is the same as zooming a desktop browser to 400%
  • a check that text still fits when the spacing between lines, words and letters is increased, and when the text is made twice as big
  • a test of every pair of text and background colours we use, for contrast
  • a check that links, buttons and fields are big enough to use easily

We did not test with screen readers, speech recognition software or high contrast settings. These are the next tests we plan to do.
